The project was coordinated by Malteser International (MI) and was implemented in Syria by MI’s local partner Independent Doctors Association (IDA). The MI headquarters in Cologne, together with the staff of the MI country office and an IDA country office established in Iraq, was responsible for steering the project and coordinating with other actors.

To assess the progress of the project towards its objectives, MI commissioned a final evaluation. The general objective of the final evaluation is to assess the extent to which the project has delivered against its expected results. The scope for examination is determined using OECD-DAC criteria for evaluating humanitarian action. Relevant criteria are associated with a number of key questions that were addressed and reported.
