Introduction:

This training is designed to introduce and deepen participants’ understanding of Monitoring and Evaluation (M&E) frameworks in the context of project and program management. Participants will gain practical skills in designing, implementing, and using M&E frameworks to assess project performance, improve decision-making, and enhance accountability. This training ensures a balance of theory, practical application, and discussion, preparing participants to implement robust M&E frameworks in their projects.

Methodology

Interactive Lectures: Short, focused presentations on core concepts.
– Group Work: Case studies and hands-on exercises to apply M&E tools.
Discussions: Facilitated group discussions and Q&A sessions.
– Practical Sessions: Developing and critiquing real or sample M&E frameworks.
– Simulation Exercises: Role-playing data collection, analysis, and reporting.

Day 1: Foundations of Monitoring and Evaluation

Introduction to M&E
– Definition and difference between monitoring and evaluation
– Why M&E matters for project success, learning, and accountability

M&E Frameworks and Logical Models
– Components of M&E frameworks
– Output-outcome-impact logic models
– Indicator development

Workshop: Designing an M&E Plan
– Group work: Identify indicators, data sources, and data collection methods
– Presentation of group work and feedback

Day 2: Advanced Tools and Application

M&E Tools and Techniques
– Qualitative and quantitative data collection methods
– Participatory M&E approaches (e.g., PMERL, MOST, Feedback Mechanisms)
– Basics of data analysis and visualization

Using M&E Results for Learning and Decision-Making
– Reporting and communicating results
– Incorporating feedback into project management
– Learning and adaptive management

Workshop: Case Study and Simulation
– Analyze a case study, identify M&E gaps, and propose improvements
– Simulate reporting and advocacy based on M&E findings
